District Manager Tom Salzer
The Clackamas County Soil and Water Conservation District Board of Directors has appointed District Manager Tom Salzer to serve as the District’s budget officer. Salzer will oversee the development of the District’s budget for fiscal year 2014-2015 (July 1, 2014 through June 30, 2015). This is the third year Salzer has served as budget officer for the District.
Oregon Local Budget Law requires the District to follow certain procedures in the development, review, approval, adoption, and filing of the District’s annual budget. One requirement is spelled out in ORS 294.331 about the budget officer:
The governing body of each municipal corporation shall, unless otherwise provided by county or city charter, designate one person to serve as budget officer. The budget officer, or the person or department designated by charter and acting as budget officer, shall prepare or supervise the preparation of the budget document. The budget officer shall act under the direction of the executive officer of the municipal corporation, or where no executive officer exists, under the direction of the governing body.
The Board of Directors expects to adopt the budget calendar for this budget cycle at their next regular meeting on February 18, 2014.
