Sealed Competitive Bids to provide construction services for the Clackamas Soil and Water Conservation District (“District”) will be received at the District office, 22055 S. Beavercreek Road in Beavercreek, Oregon, until 2 p.m. on Thursday, August 8, 2024. Any Bids received after the specified time will not be considered.
Bids will be for the improvement of an existing elevated plaza and surrounding landscaping adjacent to the main office building. The site is located at 22055 S. Beavercreek Road in Beavercreek, Oregon. Beavercreek Road, Suite 1, Beavercreek, OR, 97004. Construction documents can be downloaded below or reviewed by appointment in the District office at the above address.
Payment of Oregon prevailing wages effective July 5, 2024 for Region 2 (Clackamas, Multnomah, and Washington counties) is required. Oregon’s prevailing wages can be found at https://www.oregon.gov/boli/employers/Pages/which-prevailing-wage-rate-applies-to-this-project.aspx.

Notice of Intent to Award Contract for Conservation Resource Center Plaza and Landscaping Improvements Project
Clackamas SWCD has determined that Buildskape, LLC submitted the lowest responsive, responsible bid for the “Conservation Resource Center Plaza and Landscaping Improvements Project.”
On or after August 30, 2024, Clackamas SWCD intends to award the contract in the amount of $361,209 to Buildskape, LLC with work tentatively expected to begin in September 2024.

At the public bid opening on August 8, we received and read the following 5 bids:

The bids will be evaluated, and the lowest responsive, responsible bid will be submitted for approval to the District’s Board of Directors on Tuesday, August 20. The Notice of Intent to Award will be sent to all bidders as soon as possible after board approval. Once the Board provides a Notice of Intent to Award, our goal will be to have a contract in place by August 30 with work commencing shortly thereafter.

Update #9 – August 8, 2024
The following bid clarifications have been made:
- Scanned or electric copies of all documents are acceptable for the proposal as long as they comply with the pdf format instructions. Once we select a contractor we may require select original documents from the winning bidder, including the bid bond. If documents do not fit within attachment limits for emails, please submit multiple emails instead of posting them on a download service like Dropbox or Google Docs as we need a time stamp to show that the bid was received before the deadline. Full proposals must be received by 2pm to be responsive with the exception of the First Tier Contractor Forms, which are due by 4pm.
- The reference to liquidated damages in the general conditions should be read as “liquidated damages (if any). In that case, since there was no references to “liquidated damages” in the sample contract, contractors do not have to consider the cost of liquidated damages in their bid (or their bid bond).
Update #8 – August 7, 2024
Prime contractors looking for subcontractors to provide bids can contact Jason Faucera at jfaucera@conservationdistrict.org and I will share a list of interested subcontractors. Our site visit notes lists attendees present during the July 24 site walk, but may not include all prospective prime contractors. CSWCD does not know what contractors will submit proposals until bids are opened August 8 at 4pm.

Update #6 – August 2, 2024
With the deadline passing yesterday, August 1st for inquiries about the Plaza and Landscaping Improvements Invitation to Bid, we are releasing a final question and answer update to address all remaining questions about the project. You can find that document below entitled “CSWCD PLAZA AND LANDSCAPING – ITB Q&A Set 2 – Final” in the downloads section as item O.
Update #5 – August 2, 2024
Addendum 2 has been made available for download here and in the documents below as item N. In addition, a second item labeled below as item “N — Worksheet Only” contains the worksheet from Addendum 2 as a separate download. The Base Bid Worksheets in both items N below are identical and the “Worksheet Only” download is provided for convenience.
Acknowledgement of receipt of Addendum 2 and any future addenda is required on the bid form (Attachment B of the bid documents that are only available upon request as mentioned above). Bids without acknowledgement of all addenda will be deemed non-responsive and will be disqualified from selection.
This addendum clarifies how Allowance Items described in Addendum 1 should be calculated into Base Bids and entered on the Bid Form entitled “03 — CSWCD ITB – Attachment B – PUBLIC IMPROVEMENT Bid Form.pdf” which is available by request as described above.

Acknowledgement of receipt of Addendum 1 and any future addenda is required on the bid form (Attachment B of the bid documents that are only available upon request as mentioned above). Bids without acknowledgement of all addenda will be deemed non-responsive and will be disqualified from selection.
This addendum clarifies the following items:
- Clarifies how bidders should address the electrical components listed in the current Scope of Work in their bid and describes additions to the electrical scope
- Clarifies expectations for how base rock for the gravel pathways should be bid on and whether to assume reclaimed base rock from plaza planting island excavation is present in significant enough quantities to address base rock needs for pathways
- Provides additional material specification on steel edging around plaza planting islands
- Clarifies installation details for Timberform benches in plaza
- Provides specifications for shade structure exposed framing and T&G soffit wood treatment
- Provides detail on existing irrigation controller installed in 2019
Update #2 – July 26, 2024
A site visit notes document which lists site visit attendees shares information presented and questions answered at the optional site visit on Wednesday, July 24 at the Plaza and Landscaping Improvements Project space. Please see item K below to download the site visit notes document. Subsequent questions posed before the August 1 deadline will be addressed in future updates in this same article on our website.
Along with the site visit notes, a design intent document has been posted to provide additional visual understanding of the desired finished project. This document is listed below as item J, which is for reference only and not to be used to develop bids or during construction.
Lastly, an additional existing irrigation system document has been posted below as item “I — CSWCD PLAZA AND LANDSCAPING – Irrigation Component As-Built.pdf” and provides detail on the irrigation controller and related components.

Pre-bid site showing
An optional pre-bid site showing will be held at 22055 S Beavercreek Road, Beavercreek, OR 97004 on Wednesday, July 24, 2024, from 10:00 a.m.- 11:00 a.m. Please bring a copy of the design, requirements, and any questions you may have about the project.
Site showings outside of the July 24 showing are by appointment only. Please contact Jason Faucera at jfaucera@conservationdistrict.org or (503) 210-6013 to arrange an alternate showing. If you show up at the office without an appointment you will be asked to come back after making an appointment.
