Clackamas SWCD is requesting bids from qualified contractors for the construction of tenant improvements in the District’s administration building in Beavercreek, Oregon. This tenant improvement project will take place in a walled and carpeted space left unfinished for the purposes of the build out.
Construction of this space is estimated to take place this fall with the intention of leasing the space in late fall or early winter. Construction will need to comply with the drawings and requirements listed below when complete. Responsive proposals will acknowledge these requirements and that they will be met at the proposed cost.
Update #6 – September 22, 2020
Notice of Intent to Award Contract for Conservation Resource Center Tenant Improvement Public Improvement Project
Clackamas SWCD has determined that Cedar Mill Construction Company, LLC, submitted the lowest responsive, responsible bid for the “Conservation Resource Center Tenant Improvement Project.”
On or after September 29, 2020, Clackamas SWCD intends to award the contract in the amount of $111,000 to Cedar Mill Construction Company, LLC contingent upon approval of a lease with USDA, with work tentatively expected to begin in October 2020.

Update #5 – September 15, 2020
At the public bid opening on September 10, we received and read the following three bids:
- Prospice Builders – $193,704
- First Cascade Corporation – $159,724
- Cedar Mill Construction Company, LLC – $111,000
The bids will be evaluated and the lowest responsive, responsible bid will be submitted for approval to the District’s board of directors on Tuesday, September 22. The Notice of Intent to Award will be sent to all bidders as soon as possible after board approval. The contract award is contingent upon approval of a lease with USDA, with work tentatively expected to begin in October 2020.

Update #4 – September 10, 2020
At 1:00pm today Clackamas SWCD received a level three evacuation mandate and has had to close the Conservation Resource Center in Beavercreek, OR effective immediately.
The following changes are made to the Tenant Improvement ITB as a result:
- The “Bid Closing” deadline has been extended 4 hours to 6:00pm, today, Thursday, September 10th.
- The “First-Tier Contractor Forms” deadline has been extended 4 hours to 8:00pm, today, Thursday, September 10th.
- The Bid Opening public meeting has been rescheduled 4 hours later to 8:00pm , today, Thursday, September 10th.
- No hard copy Bids will be accepted. We will only accept online proposals emailed to: [email protected]

Per the Invitation to Bid Documents, sealed bids will be opened over web meeting on Thursday, September 10th at 4:00pm. A question and answer document and site visit attendee list have been created related to the optional site visit today at the tenant improvement space. Please see items G and H below to download the question and answer and attendee documents along with other requirements of the Invitation to Bid. Subsequent questions up to the deadline for questions listed below will be addressed in future updates.

All questions regarding the ITB must be received no later than Monday, September 7, 2020, 5:00 p.m.
All bids must be received no later than Thursday, September 10, 2020, 2:00 p.m.
Pre-bid site showing
An optional pre-bid site showing will be held at 22055 S Beavercreek Road, Beavercreek, OR 97004 on Thursday, September 3, 2020, from 10:00-11:00 a.m. Please bring a copy of the design, requirements and any questions you may have about the project.
