Clackamas SWCD is requesting bids from qualified contractors for the construction of a bank stabilization/fish habitat enhancement project on Milk Creek on a private property in Mulino, Oregon.
Update #2 – May 23, 2017
The Clackamas Soil and Water Conservation District has concluded its process of reviewing bids and selecting a contractor. The highest ranking bidder is Biohabitats. We intend to award the project to Biohabitats, and will be entering into contract negotiations with them.

CSWCD will provide a written Notice of Intent to Award to the highest-ranking Bidder. Estimated date of notification is May 24, 2017. A copy of the Notice of Intent to Award will also be emailed to all Bidders who submitted a Bid in response to this ITB. CSWCD will enter into negotiations with the highest ranking Bidder.
All bidders are hereby notified that the Clackamas Soil and Water Conservation District intends to award the Milk Creek-Mulino Bank Stabilization contract to Biohabitats, Inc. Any aggrieved bidder may file a written protest with the District no later than June 1, 2017 at 12:00 pm.
We appreciate the work each firm put into developing their bid and submitting it to us before the deadline.
Update #1 – May 10, 2017
We have extended the deadline for the Invitation to Bid (ITB) to May 16, 2017 at 2:00 p.m. and have posted Addendum 1 (item #5 below) that includes:
- Extends the deadline for bids to Tuesday, May 16, at 2:00 pm
- Includes a revised Bid Sheet as attachment B. Please use this Bid Sheet when preparing your bid.
- Answers to questions posed since the ITB was posted April 20th, 2017
- Replaces Part 4 of section 354200 of the Technical Specifications document we sent out with the Invitation to Bid – Part 4 describes the measurement and payment of the log structures
- Adds 2 items to Part III of the ITB: information to be included in the bid
- Includes a sample contract as Attachment A
Questions regarding the ITB are to be received no later than 2:00 p.m. on Thursday, May 11, 2017, and will be addressed in further addendums if necessary.
Purpose
The purpose of the restoration project is to restore hydrologic connectivity to an eroded section of Milk Creek by re-establishing a natural, functioning floodplain. The project aims to control erosion and enhance habitat by laying back the upper portion of the affected bank and installing buried rock toe boulders and habitat logs. The project design and specifications has been provided by Waterways Consulting.
Pre-bid site showing
A pre-bid site showing at 26180 S. Milk Creek Circle in Mulino has been scheduled for April 27, 2017 at 2:00 p.m. Please bring a copy of the design and any questions you may have about the project. A representative from Waterways Consulting will be joining us to assist in answering questions.
