The hearing will be held in the District’s conference room at 221 Molalla Avenue, Suite 102, Oregon City.

If you would like to provide public comment by email, please contact District Manager Tom Salzer before May 21, 2013.

Following the public hearing, the District’s Board of Directors will consider adopting (or modifying and adopting) the budget at their regular meeting at 1:00 pm on May 21, 2013. Specifically, the Board will take these actions:

  • Adopt (or modify and adopt) the budget
  • Make appropriations by fund and organizational units
  • Impose an ad valorem tax rate
  • Categorize the tax as a permanent rate tax subject to the general government limitation

Where are you most likely to find salmon, trout and steelhead? Maybe in the stream in your back field!

Join the fun on May 29, 2013 when Molalla River Watch will host a community event to present the results of the snorkel surveys in the Molalla River, Milk Creek and their tributaries. The event will be at the Farmstead Restaurant at Arrowhead Golf Course located at 28313 S Hwy 213, Molalla OR 97038. Doors open at 6:30 p.m.

Fish Biologist Steve Trask of Bio-Surveys will provide an exciting slide presentation of the 2011 and 2012 snorkel surveys and discuss where steelhead, Chinook and Coho salmon, trout and other species of fish are found throughout the river basin. This is an opportunity to find out what types of fish are in your neighborhood stream.

“We hope landowners and residents will join us to discuss the results of the fish population surveys in the Molalla River, Milk Creek and the major tributaries” said Kay Patteson, Executive Director of the Molalla River Watch Watershed Council. “This is a great opportunity to discuss how we can work together to improve streams and how Molalla River Watch can assist landowners in accomplishing their streamside goals.”

The intent of this study is to establish a baseline population estimate and distribution of fish within the watershed so we are better able to target habitat restoration work for maximum benefit to fish and landowners. The information will also help monitor the effects of restoration and enhancement activities.

A summary report of the 2012 Rapid Bio Assessment will be available at the presentation. The Rapid Bio Assessment snorkel survey was funded by Oregon Watershed Enhancement Board, the Bureau of Land Management Salem District, Clackamas County Soil & Water Conservation District, Molalla River Improvement District, and Molalla River Watch.

Orange hawkweed flowers

April showers bring May flowers! May in the Willamette Valley is a time of lush green colors spiced up with various flowers in bloom. Some of those flowers are weeds. So what’s up with weeds in the month of May?

Grass-like plants

  • Jubata grass (Cortaderia jubata) is an annual shrub that follows the same timeline as Pampas grass, flowering in May and June. Dig up the entire plant.
  • Common reed grass (Phragmites australis) is a grassy perennial. Plants emerge in April, May, and June.

Knapweeds

  • Diffuse knapweed (Centaurea diffusa) is a herbaceous perennial. In May, plants bolt. Flowers appear in May, June, and July. Dig up the entire plant (easier when soil is moist in the spring).
  • Meadow knapweed (Centaurea debeauzii) follows the same timeline as Diffuse knapweed. Dig up the entire plant (easier when soil is moist in the spring).
  • Russian knapweed (Acroptilon repens) bolts in May with flowers appearing in June, July, and August. Control can be through handpulling, tilling, mowing, or digging. Root fragments resprout so it’s important to get all of the plant out of the ground.
  • Spotted knapweed (Centaurea biebersteinii) follows the same timeline as Diffuse knapweed. Dig up the entire plant (easier when soil is moist in the spring).

Knotweeds

Knotweed plants are so invasive and pervasive they deserve their own heading! Japanese knotweed (Polygonum cuspidatum), Giant knotweed (Polygonum sachalinense), Himalayan knotweed (Polygonum polystachyum), and hydrid knotweeds began emerging in April. With warmer temperatures, growth accelerates throughout May and June. Mechanical control requires frequent, persistent effort: cut twice each month from April through August. In the fall, additional steps are needed, including cutting and covering the plants. Knotweeds are so persistent that you need to do this repeatedly for five years to achieve control.

Shrubby plants

  • Blessed milk thistle (Silybum marianum) overwinter as rosettes that bolt in March, April, and May. Mow or hand pull before flowers fully develop.
  • Butterfly bush (Buddleia davidii), a tall deciduous shrub, displays new leaves in April, May, and June, but doesn’t generally flower until mid-summer. Control by digging up the entire plant. Our Weed Wrench might work!
  • Giant hogweed (Heracleum mantegazzianum) is a tall herbaceous perennial. Plants emerge in March and April from winter rosettes, and accelerate in growth in April and May. When the plants flower, remove the heads and cut off the plant at the base.
  • Gorse (Ulex europaeus) is a single to multi-stemmed spiny shrub that buds in February and flowers in March, April, and May. Dig up small plants. Please contact us if you see gorse!
  • Parrot’s feather (Myriophyllum aquaticum) is a perennial with underground rhizomes that overwinter. Stems emerge in April and May. Removing the entire plant, including root fragments, is necessary.
  • Policeman’s helmet (Impatiens glandulifera) is a herbaceous annual the begins to emerge in April and grows through May. Flowers begin to appear in June.
  • Purple loosestrife (Lythrum salicaria) is a herbaceous perennial that emerges in May and June. Flowers begin to appear in July.
  • Scotch thistle (Onopordum acanthium) is a herbaceous biennial that overwinters as rosettes. Flower stalks emerge in June and flowering is in July and August.
  • Spurge laurel (Daphne laureola) is an annual shrub that emerges in March and flowers in April, May, and June. Dig up as much of the plant and root system as possible.

Other herbaceous plants

  • Garlic mustard (Alliaria petiolata)was forming rosettes through the winter and flowers in April and May. Catch it before it sets seed in June! You can hand pull plants, although root fragments can resprout.
  • Kudzu (Pueraria lobata) is a vining perennial. Leaves emerge in April, May, and June. Please contact us immediately if you find kudzu in Clackamas County!
  • Lesser celandine (Ranunculus ficaria) is a herbaceous perennial. Rosettes form in January and February, and the plants flower in March. In April, seeds are set. Remove all of the bulblets and tubers.
  • Orange hawkweed (Hieracium aurantiacum) can be dug up in March and April. Be sure to get the roots and runners. Flowering occurs in May and June, and can extend later. More information is available on the Oregon Department of Agriculture’s page about Orange hawkweed.
  • Paterson’s curse (Echium plantagineum) emerges in March and April, flowering all summer.
  • Rush skeletonweed (Chondrilla juncea) is bolts in April, May, and June. When it flowers in the summer, it sets seed quickly!
  • Tansy ragwort (Senecio jacobaea) is a herbaceous biennial. Rosettes form in March and April, and flowers in May, June, and July. If soil is moist, dig up the rosettes.
  • Yellow archangel (Lamiastrum galeobdolon) is a herbaceous perennial the grows throughout the winter and flowers from April to June.
  • Yellow-flag iris (Iris pseudacorus) is a herbaceous perennial that emerges in April and flowers in May and June.

Agricultural producers will have another opportunity to dispose of their old and unusable pesticides at no charge on Saturday, June 1, 2013 from 8 a.m. to noon!

Due to limited funds this event is first come, first served. Producers interested in participating will need to register with Clean Harbors Environmental Service. Download a registration form below and submit to Clean Harbors Environmental Service on, or before, May 24, 2013. You may also contact Clean Harbors for a form or additional information at 503-785-0404.

Pesticide Round-up Application – June 1 2013

Producers will also be able to recycle their clean and residue free, triple rinsed plastic containers up to 55-gallon capacity at no charge. No pre-registration is required for container drop off. If you have questions regarding containers or proper cleaning procedures, please contact Agri-Plas Inc. at 503-390-2381 or email to info@agriplasinc.com

This special pesticide collection event is being provided through a partnership that includes the Clackamas County Soil and Water Conservation District, Clackamas River Water Providers, East Multnomah Soil and Water Conservation District, NORPAC Foods, Oregon Department of Agriculture, Clackamas River Basin Council, OSU Extension Service, and Oregon Department of Environmental Quality.

This event is a great opportunity for farmers, nursery owners, and other producers to safely and anonymously to dispose of harmful pesticides at no charge and with no questions asked. Pesticide collection events held in Clackamas County over the past six years have proven increasingly successful. With every event the quantity of pesticides has increased. This shows that the need for this service is greater than anticipated.

The project partners continue to cobble together funds to support the proper disposal of old and unusable pesticides before they get into local waterways. This protects drinking water sources and healthy habitat for wildlife.

There were no dissenting votes, and all 12 Committee members participated in the meeting.

The next opportunity to comment on the budget in person will be the public hearing to be held on May 21, 2013 at 12:30 pm in the District’s conference room. Please contact the District Manager if you would like to provide comment before May 21.

Following the public hearing, the District’s Board of Directors will consider adopting the budget at their regular meeting on May 21 at 1:00 pm.

Background about the District

Introductory text in the plan provides a high-level view of how the District plans to operate, and describes our priorities.

About the District

We are a service organization. The Clackamas County Soil and Water Conservation District is a special service district headquartered in Oregon City, Oregon. We are governed by a board of publicly elected directors. The District employs professional staff to serve our citizens. We provide service throughout Clackamas County, Oregon.

We see a future where people and places thrive. We see the District as a place where our communities, environments, and economy thrive together.

Our mission is to help create that future. We provide technical service and support designed to help people use natural resources sustainably today and for future generations.

Our values guide us as we work toward accomplishing our mission:

  • We strive to maximize community, environmental, and economic benefits through our projects and programs.
  • We are accountable to our voters, taxpayers, and residents, and we measure the impacts of what we do.
  • Our technical assistance to landowners is based on science and decades of proven technology.
  • We leverage District resources through outside funding and form strategic partnerships to accomplish our work.
  • We work as members of a flexible and responsive team, and treat everyone with respect.
  • We support continuous learning and professional development.
  • We reduce, reuse, recycle, and restore our natural resources.

An elected Board of Directors provides governance and accountability. The Clackamas County Soil and Water Conservation District is governed by a seven-member Board of Directors. Our Directors are locally elected and serve four-year terms. The purposes and functions of a soil and water conservation district are described in Oregon Revised Statutes Chapter 568.

Our professional staff provides high quality service. Staff specialists provide a wide range of services and knowledge to our citizens. Conservation specialties include: farm planning; streambank restoration; invasive weed management; and urban conservation practices. We provide many workshops throughout the year to help our citizens learn and do more conservation of our natural resources. Our management and administrative employees assure compliance with the many regulations and procedures needed to protect the financial resources entrusted to us.

We assist individuals, neighborhoods, and watersheds. Traditionally, we work one-on-one with individuals who are concerned with their land and related resources. Natural resource issues like soil erosion and water quality are rarely limited to a single land parcel. Instead, these issues often involve neighbors, neighborhoods, local landscapes, and sometimes entire watersheds. By finding ways to work together, we can achieve better solutions.

Our services are based on voluntary cooperation, not regulation. We do not issue tickets or turn people in. We often serve as an interface between a landowner and a regulatory agency. Our services and resources are available to people who collaborate with us to find solutions.

We provide services without discrimination. About this Plan

This plan is a guide. This annual work plan is organized into three-month periods representing calendar quarters. A plan is only a guide, and the very nature of the District’s work requires that we remain nimble and flexible in order to meet the emerging needs of citizens and natural resources.

Each Quarterly period is represented by a table divided into several columns: focus area; what the activity is; who is responsible for making sure the task gets done correctly and on time; when the task should be completed; and notes.

Because this is a plan, it is dynamic in nature. We update it regularly as resource conditions and natural events provide new opportunities to conserve our precious natural resources.

Our planned work addresses many important conservation needs. The District focuses our available time, money, and energy on a variety of important conservation issues, and on the sound operation of the District.

Our top three natural resource priorities are water, wildlife, and weeds:

  • Water quality and quantity – Protecting and restoring the quality of surface and ground water, and assuring future supplies of water for people, plants, and animals.
  • Wildlife – Developing habitat conditions to enhance living conditions for wild creatures.
  • Weeds – Detecting, controlling, and eradicating invasive plants.

We also highly value the work performed by a variety of partners. Other program areas include:

  • Watersheds – Working toward stronger, more resilient watershed conditions.
  • Weather – Developing responses to our changing climate, as well as floods and droughts.
  • Wildlands – Working to improve wildlands, including prairies and forests.
  • Working lands – Providing service to help keep agricultural lands productive.
  • Workshops, outreach, and education – Reaching and teaching citizens, agencies, and organizations.
  • Working together – Developing and nurturing key partnerships to help achieve our conservation mission.
  • Workplace – Assuring accountability and sound delivery of services to our citizens.

Public comment will be accepted at the May 1st meeting. You may also send comments by postal mail to the District Manager, or submit your comments by email to manager@conservationdistrict.org.

At the first meeting on April 3rd, the Budget Committee asked questions about the cost of living adjustment rate used in the proposed budget. The Budget Officer will present a revised proposal at the May 1st Committee meeting that incorporates a lower rate.

District staff are firming up projections of revenue and expenditures through June 30, 2013. The revised proposal to be presented on May 1st will include a better estimate of the cash on hand at the start of the 2013-2014 fiscal year on July 1st.
